Electrical conductivity describes how easily electric current can be flow. Dielectric permittivity describes how easily charges can be pushed into dis-equilibrium by an imposed electric field. This property has two very significant impacts on Ground Penetrating Radar surveys, but is almost irrelevant for other common surveys.
